Background:

The Africa POPs in plastics project aims to reduce the releases of Persistent Organic Pollutants (POPs) from plastic products in the African continent. Three sectors were prioritized in five countries: automotives (Kenya, South Africa), construction (Zimbabwe) and electronics (Nigeria, Uganda). Project interventions intend to reduce the import, production and use of POPs in plastic-containing products, and the generation of uPOPs and greenhouse gases (GHG) in these sectors. The project will work with governments to adopt and enforce upstream policies and financial instruments; with plastic product designers, manufacturers and assemblers to implement circular economy practices and eliminate/replace problematic products with more sustainable alternatives; and with recyclers and collectors to separate hazardous plastics fractions and increase awareness. This is projected to result in multiple global environmental benefits that include the reduction of POPs containing plastics, emission of POPs, and mitigation of carbon dioxide emissions that will lead to reduced human health, environment, and economic impacts.

Organizational Context:

The project is funded by the Global Environment Facility (GEF). It is being implemented by the United Nations Environment Programme (UNEP) and executed by BCCC-Africa with the collaboration of national partners in Kenya, Nigeria, South Africa, Uganda and Zimbabwe. BCCC-Africa is a regional Centre of the Basel Convention, hosted by the government of Nigeria located in Ibadan, Nigeria.

Project Description:

The objective of this project is to reduce the import, production and use of POPs in plastic-containing products and the generation of uPOPs in selected African countries (Kenya, Nigeria, South Africa, Uganda and Zimbabwe).

The project consists of the following four components:

  • Component1:Policy and economic instruments targeting POPs containing plastics
  • Component2: Circular economy practices to reduce POPs in problematic plastics
  • Component3: Environmentally sound management of plastic waste containing POPs
  • Component 4: Knowledge management, capacity building and communication

Main Duties and Expected Outputs/Outcomes:

Indicative total work period: 12 months

  • Lead private sector engagement under components 2 and 3 and coordinate national experts hired for stakeholder engagement. Develop regional and national workplans for private sector engagement under components 2 and 3.
  • Develop ToRs and provide support for contracts of industry sector mapping and data collection, compilation of results for studies and tailor for national use.
  • Development of pilot selection criteria based on case studies and intervention plans (output 2.2).
  • Support development of ToRs for service providers for pilot implementation under output 2.2 and tailor for national use.
  • Provide oversight, review, guidance, and support for the production of all training materials for the private sector designed for executing the pilots and the training on ESM methods. (outputs 2.2 and 3.2).
  • Support implementation of pilot projects in industry for reduction of use of POPs containing plastics (output 2.2).
  • Support the training of recyclers, collectors, etc on the application of ESM methods for managing plastic wastes containing POPs (output 3.2).

Reporting:

The Regional Industry Expert will report to the Regional Technical Coordinator and the Project Manager.

Qualifications:

Education: Advanced University degree in Chemistry or Industrial Chemistry, Material Science, Chemical Engineering, Production Engineering, Environmental Engineering, or other relevant discipline, with at least five years post-qualification experience. Knowledge of chemistry and chemicals is critical.

Functional Experience/Skills:

  • Good leadership skills
  • Experience in chemical industry project management
  • Good critical thinking, problem-solving and planning skills
  • Good relationship with the private sector industry practitioners
  • Good knowledge of material science, particularly regarding plastic materials used in electronics, automobile and building/construction sectors.
  • Good teaching and report writing skills

Language:

Excellent writing and presentations skills in English language is required. Knowledge of other local languages will be an asset.
